While there is still no budget in sight for FY 2016 or FY 2017 years, we wanted to provide an update from Springfield. Yesterday, the House passed a bill, Senate Bill (SB) 2048 that offers a spending plan to continue to fund government services that are not already covered by court orders and consent decrees. It’s important to note that this is not a budget bill or plan. While the bill appropriates federal funds and about $13.5 billion in general revenue funds, when combined with court orders and consent decrees the spending plan would offer $39 billion in spending but also has a $7 billion funding shortfall.
SB 2048 passed with 63 votes and currently moves to the Senate side. It’s unclear what the Senate will do with this bill. To learn more about SB 2048, you can read Politico’s summary article.
Regardless, we need to continue to advocate for a sustainable budget that is sustainable and includes adequate revenue.
Session is expected to end on May 31st. We will continue to keep you updated on what is going on in Springfield. For a full account of session, please join us for our upcoming Statewide Policy Caucus on June 28th in Bloomington-Normal.
