Submit a Witness Slip in Opposition to SB 2321 SA #2 TODAY!

In just a couple of hours, the Senate Human Services committee will vote on SB 2321 Amendment #2, which would exempt from DCFS licensure all school-age programs designed to promote learning, child development, education, or recreational activities.

If granted this exemption, programs serving children as young as five years old would not be subject to the following DCFS standards:

  • Child to teacher ratios and maximum group size
  • Staff qualifications and training
  • Annual in-person monitoring visit by a DCFS Licensing Representative

License-exempt school-age programs would adopt their own standards regarding ratios and staff qualifications, and they would have their own mechanisms for monitoring compliance.

This exemption would undermine the quality of programming children will recieve before and after school. Licensing serves as the foundation upon which all quality initiatives are built, and this exemption would keep many school-age programs from participating in and benefitting from the ExceleRate program as well.

The Senate Human Service committee is scheduled to meet TODAY at 3:00pm.
