Even as the Supreme Court throws a census citizenship question into doubt, experts and families with undocumented members say immigrants already are less likely to participate in the 2020 headcount — with enormous financial stakes for Chicago and Illinois.
“The folks least likely to participate,” said Maria Whelan, president and CEO of Illinois Action for Children, a nonprofit that helps administer funding for service providers, “are the ones who are most in need.”
