A proactive and aggressive policy agenda to advance child care and early education in Illinois.
We have four policy objectives to achieve our goals. They are:
- Strengthen governance and funding to lay the foundation of systemic equity
- Support early childhood teachers and caregivers to support children
- Achieve program excellence for Black, Latinx, low-income, and rural children
- Expand family access and choice to excellent services

Powered by Illinois Action for Children, the Sylvia Cotton Center for Research & Policy Innovation (SCCRPI) is an independent hub for research, policy analysis, and innovation in child care and early education program design.
SCCRPI created the All Children, All Families (ACAF) policy agenda to guide our pursuit of racial, gender, and economic equity for child care and early education programs throughout Illinois.
