As Vice President for Early Learning Programs at Illinois Action for Children, Loukisha Smart-Pennix is responsible for developing early learning programs and strengthening community systems in the Cook County suburbs. She provides leadership and support for the quality improvement activities of schools and child care centers in the Thornton Township Early Childhood Innovation Zone.
Loukisha joined Illinois Action for Children in 2014 after serving for more than a decade as the Director of Children Services at the Chicago Department of Family & Support Services. In addition to her direct service and management experience, she has expertise in program development and early childhood education policy. A graduate of National Louis University with a Master of Science in Human Services and a Bachelor of Arts in Applied Behavioral Science, Loukisha is a lifelong resident of Chicago’s South Side, where she resides with her family.
